Public Notice - NOTICE OF PUBLIC HEARING – MARCH 11, 2024

Notice is hereby given that Delta City Council will hold a Public Hearing to receive representations from any persons who deem it in their interest to address Council regarding the following proposed projects. The Public Hearing will be held as part of the Regular Council meeting as follows:

Video recordings are archived on the City’s website. This Public Hearing may be convened by electronic means as authorized by the Council Procedure Bylaw No.8330, 2023. For more information on electronic public participation, please refer to Sections 5.39 to 5.41 of the bylaw.

Applicant: Harlaap Gill, Seba Construction

Proposal: Application for Official Community Plan Amendment, Rezoning, and Development Variance Permit to allow for the subdivision of the property into two single detached residential lots and the construction of a new dwelling with an in-ground basement and secondary suite on each lot.

Delta Official Community Plan Bylaw No. 3950, 1985

Amendment Bylaw No. 8343, 2024

To change the land use designation in the North Delta Future Land Use Plan (Schedule C.1) from Single Family Residential (SFR) to Infill Single Family Residential (North Delta) (ISF(ND)) to allow the proposed density of 21 units per hectare.

Amendment Bylaw No. 8344, 2024

To rezone the subject property from Single Detached Residential 2 (RS2) to Single Detached Residential 7 (RS7) to allow the subdivision of the property into two single detached residential lots.

Development Variance Permit LU009601

To vary Section 8.2.3 of “Delta Zoning Bylaw No. 7600, 2017” by reducing the minimum number of enclosed parking spaces, contained within a garage from two spaces to one space for each proposed lot.

Approval of the development variance permit is delegated to the General Manager, Development as authorized by “Development Application Procedures Bylaw No. 8347, 2023.”

Proposal: Application for an Official Community Plan Amendment, Rezoning, and Development Variance Permit to allow for the subdivision of the property into two single detached residential lots and the construction of a new dwelling with a secondary suite and a detached garage on each lot.

To change the land use designation for the subject property in the East Ladner Area Plan (Schedule B.1) from Single Family Residential (SFR) to Infill Single Family Residential (ISF) to allow the proposed density of 18.3 units per hectare.

To rezone the subject property from Single Detached Residential 5 (RS5) to Single Detached Residential 6 (RS6) to allow the subdivision of the property into two single detached residential lots.

Development Variance Permit LU009283

To vary Section 8.2.7 of “Delta Zoning Bylaw No. 7600, 2017” by decreasing the minimum distance of a driveway to the western lot line of the proposed lots from 1 m to 0 m.

Approval of the development variance permit is delegated to the General Manager, Development as authorized by “Development Application Procedures Bylaw No. 8347, 2023.”

Materials related to the project such as the staff report, proposed bylaw(s), detailed maps and other information may be inspected at Delta City Hall, 4500 Clarence Taylor Crescent, Delta, BC, Monday to Friday, excluding statutory holidays from 8:30 a.m. to 4:45 p.m. from Thursday, February 29, 2024 to Monday, March 11, 2024. Materials may also be viewed at www.delta.ca/publichearing.

Correspondence received up to 12:00 p.m. on Friday, March 8, 2024 will be included in the Agenda package and correspondence received thereafter will be provided to Council in advance of the Public Hearing. All correspondence addressed to Council will form part of the public record for this Public Hearing and must include your name and full address.

Once the Public Hearing has concluded, no further information or submissions may be considered by Council.

PARTICIPATE IN THE PUBLIC HEARING PROCESS

The Public Hearing is open to all members of the public. Any person who believes that their interest in property will be affected by the proposed project shall be given an opportunity to provide their comments (support, concerns, or opposition) to Council in the following ways:

To speak virtually at the Public Hearing, you must register at least 24 hours in advance of the Public Hearing and submit a “Request to Speak” form available at www.delta.ca/publichearing. Alternatively, you may call the Office of the City Clerk at 604-946-3220 to register. You will be asked to provide the following information:

1. Public Hearing meeting date and Project number;

2. Whether you will speak by telephone or by videoconference; and

3. Your contact information (name, home address, phone number, and email address).

Once registered, you will be provided details needed to participate. You do not need to register to speak in person.
