Notice of Public Hearing - April 22, 2024

Notice is hereby given that Delta City Council will hold a Public Hearing to receive representations from any persons who deem it in their interest to address Council regarding the following proposed project. The Public Hearing will be held as part of the Regular Council meeting as follows:

Video recordings are archived on the City’s website. This Public Hearing may be convened by electronic means as authorized by the Council Procedure Bylaw No. 8330, 2023. For more information on electronic public participation, please refer to Sections 5.39 to 5.41 of the bylaw.

Project No. 1 – Delta Official Community Plan (File No. P22-01A)

Location: City-Wide. All lands within the City may be impacted.

Applicant: City of Delta

Proposal: The City of Delta is introducing a new Official Community Plan (OCP) in order to update the land use framework necessary for Delta to meet the housing needs identified by the Province of British Columbia in the Housing Supply Act and Housing Target Order.

The purpose of the new OCP Bylaw is to:

i. consolidate existing land use designations and simplify descriptions;

ii. expand land use designation areas to create more opportunities for townhouses, apartments, and mixed uses;

iii. focus growth in urban centres and major corridors in close proximity to transit, shops, services, and supporting infrastructure;

iv. allow for small-scale multi-unit housing as now required under the Local Government Act;

v. refresh policy sections incorporating recent plans, strategies and policy initiatives by various City departments;

vi. incorporate a new development permit area for the Tsawwassen urban centre; and

vii. update the Regional Context Statement.

PARTICIPATE IN THE PUBLIC HEARING PROCESS

The Public Hearing is open to all members of the public. Any person who believes that their interest in property will be affected by the proposed project shall be given an opportunity to provide their comments (support, concerns, or opposition) to Council in the following ways:

For those persons who wish to speak in person, a speakers list will be open at 2:00 p.m. on Monday, April 22, 2024 in the foyer of City Hall. Speakers will be called in order and must be available to speak when called upon by the City Clerk, beginning at approximately 5:00 p.m. Each speaker will be provided up to 3 minutes to share their views with Council. To speak virtually at the Public Hearing, you must register in advance of the Public Hearing by submitting a “Request to Speak” form available at www.delta.ca/publichearing. The form will be made available on the City of Delta website on Thursday, April 18, 2024, once the Public Hearing Agenda is complete. Virtual speakers are limited to the first two (2) hours of the Public Hearing, which is estimated to be a maximum of 40 speakers.

Alternatively, you may call the Office of the City Clerk at 604-946-3220 to register. You will be asked to provide the following information:

1. Public Hearing meeting date;

2. Project number;

3. Whether you will speak by telephone or by videoconference; and

4. Your contact information (name, home address, phone number, and email address).

Once registered, you will be provided details needed to participate.

Correspondence received up to 12:00 p.m. on Friday, April 19, 2024 will be included in the Agenda package and correspondence received thereafter will be provided to Council in advance of the Public Hearing and made available to the public in binders in the foyer of City Hall.

All correspondence addressed to Council will form part of the public record for this Public Hearing and must include your name and full address. Once the Public Hearing has concluded, no further information or submissions may be considered by Council.

Materials may also be viewed at www.delta.ca/publichearing.
