Surrey council awards nearly $7.5M in contracts for district energy work

Nearly $5.4M is awarded to Rissling Services Ltd. and over $2M to All-Pro Services

A contract of nearly $5.4 million has been awarded to Rissling Services Ltd. to install roughly 1,000 metres of insulated steel pipe, service connections, a leak detection system and communication conduit to support “future development and potential connections” to Surrey’s District Energy System.

City council set a spending limit of $5,930,000 when it approved the $5,390,408.10 contract, with the work expected to begin in April and be done by December.

Scott Neuman, Surrey’s general manager of engineering, said there will be “short duration” road closures during construction, which will take place between 7 a.m. and 10 p.m. Monday through Friday, at Old Yale Road from 133 Street to Lot 13387, on Whalley Boulevard from 104A Avenue to 107A Avenue, on 134A Street from 94A Avenue to 95 Avenue, 95 Avenue: 134A Street to 135 Street, and 94A Avenue: 134A Street to 135 Street.

Meantime, council has also approved a $2,096,825.17 contract for All-Pro Services for installation services related to new District Energy boilers with a spending cap of $2,411,348.94.

Neuman described it as “an agreement for contractor services to supply, install and commission two new district energy boilers, interior piping, and associated works at West Village Energy Centre (“WVEC”).”

He told council boiler upgrades are needed there to meet capacity demands for the 2024/2025 winter season. The WVEC was constructed in 2018 and now supplies district energy to 19 customer buildings.

“The construction package related to this contract consists of the disassembly and removal of two existing 5 MW gas boilers, and assembly and installation of two new 15 MW boilers, along with landscaping services and associated mechanical and electrical equipment at WVEC,” Neuman told council in a corporate report. “The work will be conducted at 13231 Central Avenue…the third boiler will be replaced in the future as development growth and capacity.”

The work is expected to be completed by September.

All told, the contracts together total $7,487,233.27.
