The expenditure limit for the Cloverdale Sport and Ice Complex is going up. This now means plans will start rolling for a third sheet of ice at the arena.
City council voted to approve Corporate Report R092, which raises the limit by $1.68 million, at their regular council meeting June 5.
“Council’s approval for the design of a third sheet of ice for the Cloverdale Sport and Ice Complex makes good sense,” Mayor Brenda Locke said in a press release June 6. “This long-overdue project is now officially expanding to truly meet the needs of the community. Once complete, this new destination sports complex will provide much-needed additional ice in Cloverdale.”
The Corporate Report, co-authored by Don Luymes, GM of Planning & Development, and by Jeff Arason, director of Strategic Initiatives & Corporate Reporting, sought to raise the limit to increase the scope of work for the project to include a third ice surface.
The report recommended council, “Increase the expenditure authorization limit for Contract No. 1220‐030‐2016‐007 with Taylor Kurtz Architecture + Design Inc. in association with Rounthwaite, Dick and Hadley Architects Inc. (TKA+RDH).”
The authors asked that the limit be increased by $1,684,659, raising it from its current $2,629,066 to $4,313,726. This now, in turn, raises the expenditure authorization ceiling to $4,850,000.
The report noted, “As part of the 2023 Five‐Year (2023‐2027) Financial Plan – Capital Program, the Project was increased from two NHL-sized ice sheets to three NHL-sized ice sheets.”

The report also noted that TKA+RDH’s work on the project so far “has been satisfactory,” thus the recommendation to extend their contract to include the third sheet.
“TKA+RDH’s fees for the required services are consistent with the original fees structure that were established through a competitive procurement process,” the report explained. “The fees include the development of various schematic options and construction services for the most expensive schematic option likely to be constructed.”
The new fees are based on what construction and contract administration fees would be were the third sheet start to be built in September 2025.
“Depending on the schematic option selected, and if there is the ability to start construction before September 2025, the total cost of this contract will not be realized.”
The first two sheets are being built now, as the pile foundations are being put in, with that phase of the process scheduled to be completed by the end of June. After the pile foundations are done, forming, rebar, and concrete works will be installed. When that phase is complete, workers will start to assemble a prefabricated steel structure.
Barring any unforeseen delays, the first two sheets will be ready to go for the start of hockey season in 2024.
The third sheet is temporarily scheduled to undergo construction in the autumn of 2025. The third sheet will partially fall on the temporarily-built set for the town of Smallville—streets and buildings put up for the TV show Superman & Lois—which was built on the north-east corner of the Cloverdale Fairgrounds.

The lease agreement between the City of Surrey and Warner Bros. is up in September 2025.
“While the lease is not scheduled to end until September 30, 2025, staff are continuing discussions with the lessee to identify opportunities that will allow for construction of the third sheet to start sooner,” the report added. “With construction of the third sheet commencing in fall 2025, it is expected that the third sheet will be ready for use in Summer 2027.”
The Cloverdale Sport and Ice Complex will be located at 6336 177B Street.
